Public Improvement Permit (PIP) projects are the City of Albany's method for implementing public improvements by private contractors, developers, and citizens.
The PIP process is used when public infrastructure — such as water systems, sewer lines, storm drainage, or streets — must be designed and built by a private developer or contractor rather than the city. These projects can vary widely in size and complexity, ranging from a small water main extension and fire hydrant installation for a single commercial building to the full infrastructure build-out for a large residential subdivision.
